RGP anxious to trace vital witnesses of fatal road traffic accident

The Royal Gibraltar Police (RGP) issued a statement today, updating the inquiries they are conducting into the road traffic accident that occurred on 8th May 2008 which resulted in the unfortunate death of 16 year old Nacho Rodriguez.

The Royal Gibraltar Police said they want to express their thanks to all those members of the public who have assisted by providing information about the collision.

However, investigators are still piecing evidence together and are keen to identify and speak to the driver and occupant(s) of a silver/grey four wheel drive which was reported to be in the area of the accident at 7.40pm at Queensway.

Police are appealing for the driver, believed to be a woman, accompanied by a second woman who was also in the car at the time of the accident, to come forward and assist police with their inquiries, by providing investigators with “certain information they may have”. The RGP believe these two women also had two children in the car with them.

Any information should be channelled through the Royal Gibraltar Police Duty Officer who can be contacted at New Mole House Police station on tel 20072500.

Minister’s ‘disabling’ cheek

A press release from the Gibraltar Local Disability Movement (GLDM) should make embarassing reading for one GSD (Gibraltar Social Democrats) Minister today.

The GLDM are ‘whistleblowing’ on a Government Minister after they received a complaint from one of their members regarding the experience they had when trying to park their car in the parking bays allocated for the disabled at St Bernard’s Hospital.

The GLDM statement explains that when the parents of a disabled child arrived at the St Bernard’s Hospital car park, they found all the disabled parking bays were already taken. Looking around the cars, they thought they would check if they all had the Blue Badge, a Permit that entitles car owners to use the disabled bays. They found one car that did not have the Blue Badge displayed on the vehicle.

Yvette Del Agua - GSD MP and Minister of Health and Civil ProtectionInvestigating further, to their amazement, they learned that the owner of the car was none other than GSD MP Yvette Del Agua, currently the Minister for Health and Civil Protection in the Gibraltar Government.

It seems, apparently from what the Disabled child’s parents understand from Hospital sources, that when the Minister’s parking bay is being obstructed by other vehicles, Mrs del Agua sees fit to park her car in a disabled parking bay… as can be seen from the photographic evidence to that effect!

Surely, as a former Minister for Social Affairs herself, one would think she, above everyone else, would know better. As the GLDM statement says:


The Minister whose responsibilities are Public Health, Medical & Health Services, and Civil Contingencies amongst others should know better, if somebody who supports or speaks in favour of the disabled is not seen setting an example, how can we encourage raising people’s awareness on something that are, respecting the needs of the disabled, parents of a disabled child asks itself.

The GLDM take a very serious and one would imagine dim view of this. They have decided that the event should be highlighted and made public “with the objective of awareness, and to bring to the attention the problems that Blue Badge holders have”.

As usual with this lot… it seems there’s one law for some and another law for others and the disabled can wait in line, and forget their Blue Badges!

European Mobility Week - Let's Get Walking!  In Town Without My Car Steering Committee have declared the week of 16th – 22nd September 2007
The In Town Without My Car (ITWC) Campaign will be running an information and activities day in Casemates Square this coming Saturday.

This will be the culmination of a three month long In Town Without My Car Campaign.

Today, the ITWC Steering Committee is once again calling on everyone in Gibraltar to give up their car for this one day.

A spokesperson for the Steering Committee commented:


“The In Town Without My Car campaign is a positive campaign that aims to encourage the use of alternative forms of urban transport – the bicycle, the bus and walking – rather than relying on the car or motorbike.

Cars and motorbikes are an essential part of our lives and the campaign recognises this. But on many occasions in Gibraltar there are times when we get in the car or on the motorbike by default for journeys where we could easily use another form of transport. In fact many times walking, cycling and using the bus can be faster than waiting in traffic jams or endlessly circulating to find a parking space.”

The ITWC steering committee say this is the only day that this campaign “calls on everyone in Gibraltar to give up their car for one day”.


“We are encouraging people to stay in Gibraltar and rediscover our town on foot or on the bicycle.

Eat out locally, visit or revisit local tourist sites, take a ride on the cable car or a self made rock tour on the buses which will be running free of charge all day long. Take a trip up the newly refurbished Med Steps, take a walk with friends, go for a picnic, or go for a cycle. There is plenty to do in Gibraltar for family and friends that does not involve the car or the motorbike.”

This Saturday 22nd September 2007, the ITWC steering committee will be running an information and activities day in Casemates Square. Stalls and stands with information on walking, cycling and the buses will all be available. There will be children’s activities, street theatre, and information films. Members of the committee will be on hand to talk to members of the public to discuss the campaign and ideas about transportation in Gibraltar.

In the ITWC statement today, the Steering Committee noted that the information and activities day has had to be move to Casemates because apparently the Government has “not formally responded to a request for the south end of Main Street to be closed to traffic”.

Nevertheless, the ITWC Steering Committee invites everyone to join them ‘In Town Without My Car‘ this Saturday 22nd September 2007 at Casemates.

Saturday also happens to be World Car Free Day.

European Mobility Week - Let's Get Walking!  In Town Without My Car Steering Committee have declared the week of 16th – 22nd September 2007
Next Monday sees the launch of the final week of the In Town Without My Car Campaign which has been running since June of this year.

Monday 17th September sees the launch of the final week of the In Town Without My Car Campaign which has been running since June of this year. The final week is ‘European Mobility Week‘ and locally will have a particular focus on walking.

The week culminates with In Town Without My Car day on 22nd September 2007. On that day, which coincides with World Car Free Day, the local ITWC Steering Committee are calling on everyone in Gibraltar to give up the car for one whole day.

In a press release today, a spokesperson for the ITWC Steering Committee, said:


“As part of In Town Without My Car Day, Saturday the 22nd September 2007, we are calling for everyone in Gibraltar to give up the car for one day.

The 22nd of September is also World Car Free Day and we are hoping that everyone in Gibraltar will join the millions of people all over the world who will be giving up their car for the day.

We are hoping for Government approval to close the South Area of Main Street to traffic for one day and we will be encouraging everyone to rediscover Gibraltar on foot and imagine what it might be like if there were less traffic on our roads.”

Following on from bicycle week and bus week, the In Town Without My Car Steering Committee have declared the week of 16th – 22nd September 2007 as Walking Week.

A number of information events will be held including lunchtime talks, awareness stands and articles in the press and radio. The committee will also be installing temporary signs informing people of the walking times between key locations in Gibraltar. It is hoped that permanent signs will be installed as a legacy of this year’s campaign.

The week will also see events which cover the In Town Without My Car campaign as a whole including a debate on Environmental Traffic Policy featuring members of local political parties, a video presentation, launch of the ITWC website and a retrospective on the 3 months of the campaign.

Further information including a full list of events will be published on Monday 17th September 2007 and will also be listed in the ‘Announcements and Events‘ section of our Forums.

The In Town Without My Car is a ’steering’ committee made up by numerous local organisations and associations, such as the Gibraltar Environmental Agency, Department for the Environment, Environmental Safety Group (ESG), Friends of the Earth, Gibraltar Ornithological & Natural History Society (GONHS ), Department of Education, Cycling Association, Gibraltar Heritage Trust, Health Promotion Group, St John Ambulance, Gibraltar Youth Service, Gibraltar Bus Company, Gibraltar Girl Guides, Chamber of Commerce, Gibraltar Federation of Small Businesses (GFSB), Fit-4-Life.

2nd International Harley & Custom Bike Show

Next Saturday the 4th August sees the hosting by local Harley Davidson owners of the second international bike rally of this nature to be held in Gibraltar.

Last year’s event was attended by over 180 Harley Davidson’s and attracted a large amount of interest from the international biking press, including Harley Davidson’s official magazine.

It is anticipated that this year’s event will be even larger. Riders from all across the Iberian peninsula and from as far a field as the UK & Ireland are also expected.

The event is being co-ordinated with HDC-Hispania’s VIII Ruta Internacional Cadiz - Gibraltar which departs from Cadiz the same morning and converges with other participants at the Gibraltar / Spanish Frontier at 11:00am.

The event will be officially opened by the Fabian Vinet, Gibraltar’s Minster for Culture, Heritage, Youth and Sport, whose Ministry is supporting the local club.

After a static display between the hours of 1pm and 4pm, the riders will be given a Rock Tour by
HDC-Gibraltar which take in a number of the most important tourist sites including St Michael’s Cave, entrance to which has been provided by the Gibraltar Tourist Office for all riders.

Helpers Wanted

Those wanting to help in the organisation of the event should attend a coordination meeting to be held at the Lecture Room of the John Mackintosh Hall at 7:30pm on Tuesday 31st July.

Government to finally introduce EU wide ‘Blue Badge’ disabled parking scheme

The Gibraltar Government announced today the introduction of a ‘Blue Badge Scheme’ for the disabled.

The scheme will be implemented as from Tuesday 10th April 2007.

In a press statement today, the Government Press Office said the implementation of the new scheme will mean that disability discs issued will be in the format of the EU style Blue Badge Scheme.

Discs will either be issued to an individual or to an institution that cares for the disabled. They have been printed to comply with EU specifications and are governed by the Disabled Persons (Badges for Motor Vehicles) Regulations. These are a new set of regulations that have been specifically drafted by the Government to govern the issue, administration and enforcement of the scheme. The responsibility for the issue and administration of the scheme has now been transferred to the Department of Transport.

A medical panel is being constituted to adjudicate on each application. This panel will comprise a doctor, an occupational therapist and government officials. It is anticipated that this panel will meet on a monthly basis to consider all new applications.

In order not to inconvenience current badge holders, the Government will automatically replace their current badge with a new one issued under this new scheme. Each holder of a current badge will be written to individually to inform them accordingly. Current Disability Disc holders will be asked to fill out a questionnaire and return it together with two passport-sized photographs to the Department of Transport. They will then be issued with a new disability badge.

The Minister with responsibility for Transport has met the Chairperson of the Disability Society and the Chairperson of the Society for the Visually Impaired to consult them on the details and the introduction of the new scheme.

Commenting on the launch of the Blue Badge Scheme, Deputy Chief Minister Joe Holliday, the Minister with responsibility for Transport, said:


“I am delighted that the ‘Blue Badge Scheme’ will be introduced in Gibraltar next week.

The Scheme will enable those who are eligible, to use the Scheme both in Gibraltar and across Europe.

This is great news for those with Disability Permits.

I would like to take this opportunity to thank the Traffic Commission, which for many years has had the responsibility for the issuing of Disability Discs.”

Application forms and information on the Blue Badge Scheme may be obtained from any of the following:

    The Department of Transport, Motor Vehicle Test Centre, Eastern Beach Road

    Royal Gibraltar Police (RGP) Headquarters, New Mole House or Central Police Station in Irish Town

    Citizens’ Advice Bureau, 10 Governor’s Lane, Gibraltar

Additionally, and as from Tuesday 10th April, members of the public can visit the Government of Gibraltar website, where they will be able to obtain further details of the scheme, as well as downloading the application forms.

Warning of Roadworks at Queensway as from tomorrow

The Government Press Office warned this afternoon of forthcoming disruption in traffic at Queensway by Edinburgh House.

In order to allow the laying of the infrastructure works for new traffic signals at Queensway by Edinburgh House area, a Contractor is to carry out excavation works as from 08:00hrs on Saturday 17 March 2007. The works are scheduled to last for a period not exceeding two days.

Traffic travelling northbound along Queensway will be diverted via Reclamation Road.

Southbound traffic will remain in place.

Road work signs will be placed accordingly to advise drivers as they approach the works site.

A Government Press Office spokesperson said:


“We would like to take this opportunity to apologise to the general public for any inconveniences these works may cause them.”

Opposition accuse Government of ’scandalous’ behaviour in East side concrete plant planning permission

Allocating a site without regards to the chaos and disruption it would cause

The GSLP/Liberals Opposition alliance, last week, took up in Parliament the proposed location of a concrete plant on the east side and considers that the explanation given by Trade and Industry Minister, Joe Holliday, raises more questions than it answers.

It will be recalled that at the end of January GONHS made public that work had started on clearing the site at the base of the talus slope in the area of Catalan Bay before the matter had gone through the planning process. GONHS, at the time, claimed that this had happened in contravention of the Nature Protection Act and the Town Planning Act.

Mr Holliday was asked by Shadow Trade and Industry Minister Dr Joseph Garcia, in Parliament, to say whether the Government gave permission for the clearance of the site at the base of the talus slope north of Catalan Bay to make way for the location of a concrete plant in that area.

No Permission

The Minister made it clear that the Government had not given permission for the site to be cleared, although he revealed that the developers OEM have been granted a license over the site.

When pressed further, given that the Government had not given permission, Mr Holliday did not say whether any action was going to be taken against those responsible for the works.

The Minister also said that the construction industry in Gibraltar was experiencing problems in importing concrete from Spain and that demand existed for such a plant to be located here. However, the exact nature of what these problems be, remains unknown.

It has been suggested to the Opposition that part of the problem may lie in the time that the trucks carrying the concrete are made to wait at the frontier, in which case it is important to make sure that the concrete that is currently in use all over Gibraltar is meeting the British standards required to ensure the durability of the buildings.

The Minister also suggested that the proposed plant might later be used to supply other developments in Gibraltar. This would be an entirely new and different issue. The Minister said that this is a matter for future negotiations. However, the Opposition understands that even before the Minister answered questions in the House, the application for a trade license was already in the pipeline. That suggests that while the Minister was giving a message to the public that this might never happen, the perception must have already been created for the company that they had the green light to go ahead.

Ground Rules

In a statement yesterday, the Opposition said:


“This would not be surprising as it seems to be the constant practice of the Government to change the ground rules for preferred operators where public land is obtained under one set of conditions and this is then changed if you happen to be in their good books.

There could well be other investors or construction companies interested in having their own plant as a business proposition to supply concrete to everyone else.

Moreover, it is an absolute scandal that the Government should allocate such a site almost as an afterthought without regard to the chaos and disruption that this may cause.

For example, to have the plant on the east side when most of the developments which OEM is responsible for are in the South District is asking for trouble. This can only mean that there will be an endless stream of concrete lorries moving from one end of Gibraltar to the other, adding to the existing traffic chaos at a time when Dudley Ward Tunnel remains closed.

If the concrete lorries are taking too long to get to the construction sites, then this reflects the poor planning on the part of the Government for allowing too much development at the same time.

It is the responsibility of the Government before giving permission and awarding contracts to ensure that development is carried out in a manageable way and in a manner that does not cause so much disruption to everyone.”

New Constitution ‘not the end of the road’ says Bossano to historic first session of Gibraltar Parliament

The Parliament of Gibraltar - Previously the House of Assembly - Gibraltar's legislative chamber which became the Gibraltar Parliament under the Constitution Order 2006Joe Bossano MP said in parliament yesterday that the changes in the way the government operates under the new constitution is one for the present government.

The Leader of the Opposition was speaking during yesterday’s historic first session of the Parliament of Gibraltar.

He said a different government may organise its affairs differently, so it should not be assumed that the only way to do it is the way it is being done.

The new Constitution, which came into effect on 2nd January 2007, does modernise the 1969 constitution, he added, and the one that existed in 1969 modernised the one that existed in 1964.

Such terms are the same as used in respect of other territories. Gibraltar has now fulfilled the invitation to produce proposals for a modern relationship between the colony and the administering power.

The UK is giving the view that even without this constitutional change, neither Gibraltar nor anybody else on the UN list of non-self governing territories should still be there.

What remains to be seen is whether the UK’s position in the UN Fourth Committee (on Decolonisation) is compatible with the concept that the status of Gibraltar today is not the status of Gibraltar that existed in October last year.

Because if the UK comes up with Spain with the same consensus decision that they did a year ago and which they have done every year since the Brussels Agreement and welcomed by the UN as the process under which Gibraltar’s future status as a decolonised territory would be determined and agreed, then in fact this constitution is not the end of the road as the chief minister seems to think it is, said Mr Bossano.

Airlines interested in Gibraltar route

The Gibraltar Government is talking to some 14 airline companies and six are already interested in starting regular services, it emerged in Parliament.

That was the lead report in today’s Parliament briefs in the Gibraltar Chronicle.

Special Bus for La Linea Passengers

During the session, some interesting figures emerged of passengers arriving from Madrid in December, when 267 passengers boarded the special bus for La Linea and in January 401. But in the opposite direction December saw 147 on the bus to La Linea and January 190.

DTI Minister Joe Holliday commented that the special bus was a temporary arrangement only until the new terminal is built. This drew a sustained and wry smile from Opposition Leader Joe Bossano whose GSLP (Gibraltar Socialist Labour Party) Party differs with the Government over the terminal plans.

An election will have been held before the terminal works get substantially under way. In January Iberia carried over 2,000 passengers in each direction. Of passengers who arrived from Madrid in January 1,579 transited to Spain and 427 stayed in Gibraltar with 58 transiting to ships.

UK Imports

The value of imports, exclusive of petroleum products in 2006 was £117.1m from UK and £90.6m from Spain. These figures are provisional.

Planning Plan

Some 14 months after the then House was told that the new development plan was imminent Joe Holliday DTI minister yesterday revealed that a draft is being considered and the draft should go formally before the DPC by the end of March.

Water

Gibraltarian households used an average of 164 litres of water per day in the last financial year.

Elderly Queues

There are currently 134 elderly citizens on the waiting list for Mount Alvernia, of whom 32 are occupying beds in St Bernard’s Hospital.

Behavioural Problems in School

There are currently four full time pupils and one part time student receiving support in the Alternative Learning Centre at Bayside Comprehensive School.

The facility, which can accommodate up to 10 students, was set up to address behavioural problems.

Bayside is the only school with such a unit, though Special Educational Needs units are available at all levels of the education system.

Autumn Computing

In each of September and October Gibraltar imported £1m of computing hardware. That figure dropped to £649,000 in November and £332,000 in December, Dr Joseph Garcia MP was told by DTI Minister Holliday.

Busy Bus

An average of 112,000 passengers use the public bus service each month generating some £70,000 a month. But we still have 16,966 private cars and 1,758 commercial vehicles taxed and on the road.

No Clamps

In a figure that excludes private companies it emerged that no vehicles were clamped in 2005 or 2006.

But local vehicles are issued with over 19,600 parking tickets a year apart from some 2,500 that are issued to foreign cars.

Is the ‘Wild West’ relevant to current traffic conditions in Gibraltar

Gibraltar roads are fast becoming the wild west, with Speedy Gonzalez types mushrooming by the day.

This report in today’s Panorama made me smile today. The headline was ‘Is this Gibraltar or the Wild West?‘ As you can see, I’ve changed my report’s headline. I mean, come on, the Wild West? Speedy Gonzalez? Mushrooms?? All to do or to describe Gibraltar’s traffic chaos? Well, quite possibly… I suppose it depends on what one’s been smoking… but isn’t this journalistic licence and analogies gone wild??

Well, despite this dubious and amusing introduction, the piece nevertheless has value and makes a valid point. As Panorama says, the leisurely atmosphere that was long a feature of driving on the Rock is fast disappearing, and one does notice it every day.


RGP Warn - Prevent accidents - Reduce Speed
Both Panorama, in highlighting this issue, and the Royal Gibraltar Police (RGP), when they issued a public information warning last week, regarding their concerns over the increase in road traffic accidents, have a valid point.

In their press statement the RGP said:


“We would like to reiterate to road users and especially motorcycle riders to take extra care.”

The RGP also warned that they “will be intensifying their enforcement of general driver misbehaviour by increasing their presence at specific roads and carrying out speed control measures and general traffic calming measures”.


“The RGP reiterates that road users should abide by instructions and observe speed limits and traffic signs in general.”

The Panorama article goes on to say that every day many people will have seen motorcycles in particular going past at a high speed and you wonder if there should be more police on our streets all the day, which is of course an impossibility (and bad grammar… but that’s allowed and not a criminal offence… yet!).

Rushing around is now the order of the day, and we do not mean the motorist who might exceed the speed limit by a few kilometres per hour.

Queensway has taken over as the main racing circuit, even from Devil’s Tower Road. But there are other roads, such as Rosia Road, which draw the high-speeders.

Comportment

But speeding is not the only issue of concern. What about comportment?

This idea that one car can stop next to another on a busy road while the drivers enjoy a chat is too prevalent and ought not to be tolerated. (We said so here: Those Scooters will get me one day!)

Have you been for a drive along Eastern Beach? To drive in or out you some times have to say ‘Excuse me’ to the cars who stop anywhere and everywhere without any concern for other road users.

And then you come to the zebra crossings and other crossings, that can make you cross.

To begin with, it is clear that Spaniards in particular, whether walking or driving, are against road crossings. We know that from watching their antics in Spain. When over here, in Gibraltar, the practice continues! If they are walking they simply cross the crossing even if the pedestrian Red light is on. And if they are driving. they think Red lights were not meant for them.

Then, there are those - both locals and visitors - who literally ‘throw’ themselves on to crossings even when a car is too close for comfort. The attitude seems to be: I have the right to cross and I cross whenever I want even if there is a car edging into the crossing.

Clearly, there is a case for greater vigilance and action to make our roads safer.

And especially at a time when other obstacles, including so much building and road works, make matters so much worse. :shock:
