Wishing everyone a Happy New Year 2005

Here's hoping the Tripartite Talks continue in the present new more enlightened mind set on the part of Spain and that it enables the talks, in due course, to reach an equable and harmonious conclusion!

Well... no reason why one cannot be hopeful and optimistic! I shall be lifting a glass or two of a rather nice 'champers' to that tonight! :)

Caruana confims end of Gib 'Qualifying Regime'

From midnight on Friday, Gibraltar’s qualifying companies will cease to enjoy the special status under which they have paid tax at rates of between two and five per cent while local companies pay 35 per cent corporate tax. Instead, in a switch estimated to cost the Government at least £1.5 million in annual tax revenue, most of the 80 or so active qualifying companies - of which 59 still trade - will join the elite string of ‘exempt’ companies.

The move and its timing was confirmed last week by Chief Minister Peter Caruana.

“The Government has published legislation to revoke qualified status rules as of December 31,” the Chief Minister confirmed during an exclusive interview. “Each qualifying company has been dealt with on an individual basis and alternative arrangements made,” he said. “The qualifying status regime simply ceases to exist as of midnight on 31st December.”

Gib Red Cross launch South East Asia Appeal

As the death toll in the mammoth Asian quake and tsunami at the weekend continues to rise the Gibraltar Branch of the Red Cross has again responded by setting up an appeal fund. More than 79,000 are now believed to have died with tens of thousands of people still missing across a dozen countries from Indonesia to Sri Lanka to Somalia.

In the six countries where whole villages were washed away in Indonesia, Sri Lanka and India, sunbathers were dragged out to sea and snorkellers pulled across jagged reefs at tourist havens in Thailand, the UN health agency yesterday warned disease could eventually double the death toll.

Although the area and in particular Thailand is a popular destination with Gibraltar holidaymakers it is believed no locals have been caught up in the disaster. A Convent spokesperson said they had so far not heard of anyone having been affected by the crisis.

One travel agency said some clients were booked into resorts in January but none over the Christmas period.

However, the situation could have been very different some weeks ago, and the high number of tourists booking holidays six months in advance meant that a number of people from the Rock wanting to holiday in the Maldives and Phucket were unable to find accommodation.

Meanwhile the local Bank Account which has been named The British Red Cross South East Appeal Fund has been opened at Barclays Bank. The account number is 1091667.

Gibraltar Red Cross Branch Treasurer Charles Montegriffo thanked the bank for the speediness in which they had helped set up the account and hoped that everyone would give generously towards this appeal.

The South-East Asia Earthquake and Tsunami Blog

I realise, despite this being the third post on this subject, that it really is 'off-topic' for my Gibraltar News Blog BUT... in the light of the cataclysmic nature of this event, some of you may be interested in the excellent and comprehensive amount of information available here so I thought I would publish a link to it!

Moratinos and Rajoy to visit Campo shortly

PP opposition leader Mariano Rajoy is planning to visit La Linea this coming January in a bid to question the way in which the Spanish Government is handling the relationship with Gibraltar following the recently announced talks process.

And it emerged that the Spanish Foreign Minister is also planning a visit in the New Year mainly in the context of the Spanish pensions issue. But he is also seeking direct reaction to the planned agreements on co-operation and possible shared use of the airport.

Sir Francis salutes Spain's courage with new talks forum

Governor’s Christmas message

Governor Sir Francis Richards has acknowledged Spain’s ‘courage’ in entering into a new forum of dialogue involving Gibraltar and has also criticised those in Spain seeking to return to past values.

In his traditional Christmas message Sir Francis commented on 2004 as an extraordinary year.

Sir Francis said: “This has been an extraordinary year. Everybody in Gibraltar has been a part of the celebrations of our Tercentenary, and I am sure you will all have your own personal favourite memories of it. Of course there were the big public events, and very splendid they were – The Princess Royal’s memorably successful visit, the Freedom of the City for the Royal Navy, the visit of the four ex-Governors – and the great moment of the hands around The Rock, which captured the imagination of the world. Just as important in their way were the imaginative exhibitions and projects undertaken by schools, institutions and individuals, which have helped a new generation of Gibraltarians to discover and celebrate their past.”

Local expert deployed to South East Asia disaster

Joe Bishop left Gibraltar Monday for Colombo, Sri Lanka, to join a team of United Nations Disaster Assessment and Coordination experts who have been deployed to the region to assist the governments of Sri Lanka, India, Thailand, Indonesia, Malaysia and The Maldives in organising region wide damage and needs assessments, and the coordination of international emergency and relief response, to the areas affected by Sunday’s earthquake and subsequent tsunami.

Tsunami Disaster - Why was there no warning issued

Like you, I'm sure, I've been listening to all the reports coming out of SE Asia over the last few days with growing horror.

As you may have seen, I have posted a link in the previous post below this one, for visitors to make donations to the Emergency Appeal being co-ordinated by Disasters Emergency Committee (DEC) who are an umbrella organisation for a number of well known and World renowned Charities. DEC are co-ordinating the UK’s National Appeal in response to this and many other major disasters overseas. You can make your donation via a secure payment page. Don't worry if the page you see this morning seems to be dedicated to Dafur. Your donation will be put to the SE Asia Disaster Appeal. If you are resident in the UK, you can also telephone 0870 60 60 900 and give your money over the phone. Every little bit will help!

Now... one aspect of all this is really getting to me... and that is, how come the Administrators at the US's National Oceanic and Atmospheric Administration (NOAA), who monitored the initial earthquake, didn't issue a warning directly to the countries who were undoubtedly going to be receiving this massive tsunami as a result?

I realise there is no system deployed in this area of the Indian Ocean, such as there already is in the Pacific, protecting the US's West coast. However, since they saw the Earthquake happen on their monitors, they could have simply picked up their telephones and called someone, couldn't they?

"We don't have contacts in our address book for anybody in that part of the world," NOAA director Charles McCreery said.

So, are we led to believe, that a group of grown men, supposedly intelligent scientists, simply sat on their hands and watched as the horrendous Tsunamis developed over the next hour or two? Did it not cross their minds to do something, like pick the telephone directory up and call the UN? Make a call to their own US State Department, who undoubtedly DO have contacts in all the countries that were hit by the tsunami over the next two hours? I really find this absolutely inexplicable! Ludicrous!

I keep telling myself, whenever there is a seemingly unexplicable situation, nine times out of ten, upon investigation, there always IS an understandable explanation. In this instance though, I am at a loss to come up with any reason why it was not possible, for the Administrators at NOAA to do more than issue a Bulletin. Seems to me, thousands would have been saved, with a little more effort on their part, other than... "Ooops, we don't have any contacts in our address book!"

Someone please make a comment and tell me differently. Put my mind at rest. Surely, there was more done to try and warn these poor people?

Ocean quake unleashes deadly tsunami around South East Asia - Thousands dead and missing

The Red Cross and Medecins Sans Frontiere have launched emergency appeals in response to the widespread flooding, caused by a massive earthquake off the coast of Sumatra.

More than 27,000 are now reported to have died or are missing in countries around the Indian Ocean and even in Africa!

The Tsunami was triggered by the strongest earthquake in four decades. It swept across the Indian Ocean from Indonesia to India devastating villages and coastal resorts. The waves even reached East Africa, killing nine people in Somalia and one in Kenya.

The earthquake, with a magnitude of 9.1 on the Richter scale, struck the Indonesian island of Sumatra on Sunday morning, unleashing a wave that raced across the Andaman Sea at more than 300mph (500km/h) before crashing into coastlines from Bangladesh in the north to the Maldives in the south.

More than 27,000 are reported dead in Sri Lanka, India, Thailand, Malaysia, Indonesia, Bangladesh and Maldives after the massive wall of water up to 30ft high swept into coasts, washing away villages, fishing huts, hotels and resorts. The death toll is expected to rise further as the floodwaters recede and more bodies are retrieved.

Like me, I am sure you have been appalled at the devastation and loss of life, the numbers rising to levels too difficult to even comprehend.

Here I am in sunny East Anglia, having enjoyed a very nice peaceful Christmas... life goes on... and yet this enormous catastrophe is affecting so many thousands of lives throughout that very distant part of our world, it's all so surreal, so difficult to really take in.

My thoughts and feelings are very much with all those affected and I thought I would do a little bit to try to help. We feel so helpless on these, all too frequent moments of major disasters affecting our fellow human beings and neighbours, albeit even when they are on the other side of the world... we are all the same and on the same planet.

Gibraltar en el Congreso

La discusión mantenida la pasada semana entre el presidente del Gobierno, José Luis Rodríguez Zapatero, y el líder del PP, Mariano Rajoy, en la sesión de control del Congreso acerca de la nueva estrategia política del Ejecutivo en torno a Gibraltar, ha vuelto a poner de relieve las profundas discrepancias existentes, que aparentemente son insalvables, aunque cosas peores se han visto.
Ya el martes de la pasada semana Gibraltar fue protagonista de la sesión y se puso de relieve que la totalidad de los grupos parlamentarios -a excepción del Partido Popular- apoyaban claramente la nueva política gubernamental, en cuanto a la creación del foro de diálogo en el que Gibraltar tiene voz.

Durante un acto celebrado la pasada semana, el ministro principal Peter Caruana hizo entrega de forma oficial al ministro de Sanidad Ernest Britto de las llaves del nuevo y flamante hospital de Europort, que abrirá sus puertas al público el próximo mes de febrero

Durante un acto celebrado en la mañana del lunes de la pasada semana en la entrada del nuevo hospital de Europort, el ministro principal, Peter Caruana entregó al ministro de Sanidad Ernest Britto las llaves del nuevo y flamante establecimiento que abrirá sus puertas al público el mes de febrero próximo.

A la ceremonia asistieron representantes de la Autoridad de Salud de Gibraltar (GHA), así como el director de la instalación y la responsable de enfermería.

El hospital que por cierto recibirá el nombre del "Nuevo Saint Bernard" ofrecerá unas renovadas y modernas instalaciones, que desde hace tiempo vienen demandando los ciudadanos gibraltareños. En la actualidad, la Autoridad de Salud Gibraltareña se está encargando de equipar las modernas y nuevas instalaciones y reclutando al personal que ofrecerá sus servicios en las mismas.

Kentucky's "Gibraltar of Democracy" is crumbling

In the US, our homeland's name is used in many ways. I often find it heartening, if a little strange, when I hear stories like this one I came across today.

Historically, no Bluegrass State territory was more loyally Democratic than the eight-county Purchase, hence its 148-year-old nickname, "Gibraltar of Democracy."

For the first time ever, Republicans will represent a majority of Jackson Purchase counties in the General Assembly when it meets in January. Never before have both senators from the Purchase, Kentucky's westernmost region, belonged to the GOP.

Historically, no Bluegrass State territory was more loyally Democratic than the eight-county Purchase, hence its 148-year-old nickname, "Gibraltar of Democracy."

In the US, there is also a major firm of insurers, Prudential Financial, which serves individual and institutional customers worldwide and includes The Prudential Insurance Company of America, one of the largest life insurance companies in the U.S. It is not associated in any way with the UK's Prudential PLC. Prudential Financial use "Gibraltar" and our Rock in their company's slogan and logo, protecting both jealously against infringements and its usage. Another interesting one is Gibraltar Hardware, with their slogan; "Rock Solid Drum Hardware". Gibraltar Hardware are a large, highly regarded and well known manufacturer and supplier of drums and accessories with a large dealer base throughout the US. "Some of the greatest names in the percussion world are equipped with the greatest name in the drum hardware world. For instance, Tommy Lee, Scott Phillips, Adrian Young, Harvey Mason, Alex Acuna and Ricky Lawson".

What I'd like to know is, do we receive any royalties for the use of OUR Homeland's name?? Just kidding! Nice as it might be! :)

Bullimore reaches Gibraltar

Tony Bullimore and his crew on the maxi catamaran Team Daedalus, have covered the first 1,400 miles of their delivery trip from Bristol UK to Doha, Qatar, in a little over three days.

Bullimore reached Gibraltar, their first stopover point, late last night, having covered the first 980 miles in 48 hours en route to Doha and the start of Tracy Edwards Oryx Quest 2005 around the world race on February 5. Commenting Bullimore said: "This is the best trip I have ever had from Bristol. At times we were surfing at 30 knots. The winds were north easterly all the way down and gave us a fantastic run. We were only in delivery mode, so didn't push the boat too hard, but in hindsight, it would have been very easy to have reeled off 1,000 miles during those first two days." All this bodes well for Bullimore's entry in Oryx Quest 2005 race. "The big cat is so much faster now that we have shed so much weight during the refit in Bristol, and she will be even faster once we take the main engines out of the boat when we reach Qatar," Bullimore predicted. The first stage of this 4,000 delivery trip to Doha via the Suez Canal has been so fast that Tony has decided to let his crew celebrate Christmas in Gibraltar and to set out for Port Said early on Boxing Day. The crew is expected to reach the Qatar Capital early in January. Team Daedalus will be one of four crews chasing a 1million dollar prize in this first ever global yacht race to start and finish in the Arabian Gulf

The Gibraltar Award is the Governor's Award and the Governor's award is not the Queen's Award...

The Queen's New Year Honours will be announced at the end of the month as usual - but in Gibraltar the Governor of the day appends his own awards. The problem is, as some have been pointing out, that one thing gets confused with the other.

That is to say, those on the Queen's List receive honours from the Queen. But those on the Governor's List receive honours from the Governor.

Thus, those who receive the so-called Gibraltar Award receive what is in fact the Governor's Certificate and Badge of Honour.

It has nothing to do with the Queen, even though by announcing the two together, confusion is invited.

Nuclear snoopers to protect Algeciras

Spain and the US have both signed an agreement to tighten security in Algeciras by installing equipment to detect and stop hidden shipments of nuclear material, Lloyd's List reported yesterday.

The agreement, signed this week in Madrid, is part of the Megaports Initiative established by the US Department of Energy’s National Nuclear Security Administration [NNSA], which aims to prevent the illicit transport of nuclear and other radioactive material, said the article filed from Brian Reyes in Gibraltar.

This is the fifth agreement of its kind, with the US having concluded earlier deals with the Netherlands, Greece, Sri Lanka and Belgium to include the ports of Rotterdam, Piraeus, Colombo and Antwerp in the initiative.

Two would-be migrant die in bid to reach Spain

Two would-be migrants died while attempting to reach Spain but another 35 were rescued on Wednesday when their flimsy boat ran into trouble off the Canary Islands, a Civil Guard source said.

The source said the boat was found adrift off Fuerteventura, the most easterly part of the Canary Islands, less than 200 km (125 miles) off the coast of northwest Africa. He did not know how many people were on board or their nationalities.

Our future belongs to us, says GSLP Leader

Leader of the Opposition Joe Bossano has reacted to the new tripartite forum for talks on Gibraltar stating that the issue is not whether in the new talks Gibraltar holds a voice or a veto in changes to our sovereignty, “but the fact that it is Spain that has neither voice nor veto on our sovereignty.” In his Christmas message for 2004 broadcast on GBC (Gibraltar Broadcasting Corporation) earlier this week Mr Bossano said that “our future belongs to us, and it is exclusively for us and the UK to discuss”, arguing that “the future of our country is no business of Spain and we shall remain vigilant to make sure that Spain does not try to have a say over it, through the back door.”

Meanwhile Mr Bossano has reiterated some of his policy themes declaring that for the GSLP (Gibraltar Social & Labour Party) the Brussels Agreement was defunct the day it was signed in 1984 and stating that 1704 represented Gibraltar’s “liberation from the rule of Spain 300 years ago.” The GSLP leader said: “The people of Gibraltar are the real owners of its sovereignty, and will never permit it to come under the sovereignty of Spain ever again.

Much is wrong with the way Gib is governed, says Garcia

Liberal Party leader Joseph Garcia has issued a hard-hitting statement criticising the GSD (Gibraltar Social Democrats) administration and stating that “much is wrong” with the way that we are governed in Gibraltar. In a GBC (Gibraltar Broadcasting Corporation) party political broadcast Dr Garcia said the Government has its spending priorities “in a twist” and was failing to recognise what matters to the public.

Dr Garcia said: “Hundreds of thousands of pounds have been spent over the years on lavish receptions and cocktail parties in luxurious surroundings. Ask yourselves two questions. Could that money have been better spent elsewere? And even if they wanted to hold so many functions, could a more modest venue not have served the same purpose? The answer to both these questions must surely be “yes”. At the same time luxury developments with expensive flats have gone up, and continue to go up all over Gibraltar. The Government seem to think that the people of Gibraltar are millionaires.”

Over 150 tax-exempt companies left Gibraltar in last 2 months

Over 150 tax-exempt companies have left Gibraltar in the last two months. This was 72 in October and 82 in November.

Companies are deemed to have ended their tax exempt status by returning their certificates and no longer requiring their tax status.

As regards companies with qualifying status, 19 left in November. Such companies pay special rates of tax, such as gaming companies.

All have recently been approached about the situation that has developed, with options offered, such as paying standard company tax.

Carracao backs new Gib Forum and upholds sovereignty claim

Spain, Britain and Gibraltar want to create a constructive atmosphere of mutual confidence and cooperation for the benefit of Gibraltar and the Campo through the new forum of dialogue, Senator Jose Carracao (PSOE) said yesterday in a statement to the Chronicle. Sr Carracao said this new forum is separate from the Brussels process launched in 1984 by Madrid and London to discuss the sovereignty of the Rock.

The Spanish senator for Cadiz and former Jimena mayor outlines issues such as the payment of upgraded pensions to former Spanish workers on the Rock and the wider use of the Gibraltar airport for the benefit of all, as objectives to be worked for in the cooperation process. Sr Carracao said these objectives should unite the Spanish and Gibraltarian authorities and all the mayors of the Campo including those of the Partido Popular.

Interim Tax agreement awaits formal approval - CM

Interim arrangements on Gibraltar’s finance centre tax system were agreed on Monday subject to formal approval, the Chief Minister Peter Caruana has confirmed. Responding to a question from Fabian Picardo, Mr Caruana stated that the Commission has not approved the arrangements negotiated with the DG Competition in June. He told the House of Assembly that since then intense negotiations had been taking place “culminating in a new interim arrangements being settled on Monday of this week subject to the approval by the College of Commissioners early in the New Year.” He said it is not appropriate to give details until the arrangements have been approved by the full Commission.

Zapatero defends Gib dialogue

Jose Luis Rodriguez Zapatero the Spanish premier has defended his Government’s policy towards Gibraltar and the recently announced dialogue forum. Sr Zapatero said that Spain maintains its claim over sovereignty but recognised that the existing negotiations had died their death.

UK faces infringement proceedings over Gibraltar

Internal Market:

The European Commission has decided to pursue a total of fourteen infringement cases involving eight Member States in order to ensure that they live up to the commitments they have made to implement single market laws, agreed by the European Parliament and the Council, on financial services, accounting and the recognition of professional qualifications. Gibraltar is citied as the cause of part of these actions.

The Commission is to refer Greece, France and Luxembourg to the European Court of Justice because they have not notified the Commission of national measures implementing the 2002 Collateral Directive or the 2001 “fair value” Directive on accounting rules. The Commission will also send “reasoned opinions” formally requesting the Netherlands to implement the Collateral Directive and asking Germany and the UK (for Gibraltar) to write into national law the Fair Value Directive. Reasoned opinions are the second stage of formal infringement proceedings under Article 226 of the EC Treaty.

Goverment to set up Co-Education working group says Linares

House of Assembly

Gibraltar Government has reiterated its agreement in principle to the introduction of co-education in secondary schools, Minister for Education Bernard Linares told the House of Assembly earlier this week in reply to questions from Opposition spokesman Steven Linares. Dr Linares said they favoured implementation but would be adopting a prudent approach and setting up a working committee to look at all aspects of the issue. The committee would be making recommendations on how this can be carried out and Government would decide in the light of these. The Unions and parents will also be consulted.

Steven Linares for the GSLP/Libs further probed the Minister for an indication of the time-span that was under consideration for this to go ahead, reminding the house that the idea has been doing the rounds in Gibraltar Teachers’ Association conferences since the 1970’s. Mr Linares said this was the reason why he was trying to commit the Government to a time-scale because we appeared not to have advanced beyond the discussion stage.

Gibraltar’s self-determination defended in Spanish parliament

In a stormy session in the Spanish parliament yesterday, the oposition's policy on Gibraltar was likened to Franco days, while a party spokesman effectively defended Gibraltar's self-determination. But the PSOE government said they were not abandoning their claim to Gibraltar's sovereignty, and added that no veto was being granted to Gibraltar.

All political parties represented in the parliament, except the PP, ended up backing the PSOE government's new strategy on Gibraltar as part of the new talks forum announced last week.

A motion presented by the PP, which adopted a legalistic position on the matter, was rejected.

Gibraltar given independence! That's what PP spokeswoman said

The Spanish opposition party, PP think that Gibraltar has been given a status of independence as a result of the veto in the talks forum.

Esperanza Aguirre, president of the Madrid autonomy, was being critical of acceptance in the Basque country of the so-called Ibarretze plan for a form of free association of the Basques with Spain. She said that if what the basques want is independence, they should say so.

She then went on to speak about Gibraltar, saying that it was "an intolerable anomaly" in the EU.

Finance issues will come to a head soon, says party

As regards the forthcoming ruling on Gibraltar's corporate taxation regime by the EU, the Reform Party says Gibraltar must brace itself for deep changes.

The likely result of European-level rulings will bring about the need for basic readjustment of a big slice of our activities and income as a community.

The party believes that Gibraltar's future should mostly remain as a provider of services to others such as reoriented tourism but that an increased small industry sector is also viable if handled the right way.

Register of asbestos of all public buildings not kept

The Health & Safety Inspectors do not keep a register of asbestos of all public buildings (including schools).

Legislation does not require the keeping of such a register by the Health and Safety Inspectors, said the Minister to Opposition member Steven Linares.

That which legislation requires in relation to the keeping of records of asbestos works as per the Construction (Design, Management, Health, Safety and Welfare) Regulations 1998, is that a contractor keeps at the work site a Safety File to include any pertinent asbestos works “assessments”.

Nearly £3 million in Govt rent arrears

Can Government say how much tenants have been sent summonses for the payment of arrears of rent plus an annual interest charge of 8%? That was the question from opposition member Charles Bruzon.

Answer from Housing Minister: A total of 125 agreements have been entered into the tenants for the recovery of rent arrears.

The total amount of rent covered by these agreements is £693,737.

PP alone in rejection of Gib talks agreement

José Luis Rodriguez Zapatero the Spanish premier has declared that he has no intention of taking up the PP challenge to appear before the Madrid Congreso to answer questions on the Gibraltar talks agreement. And the PSOE stance was supported by all other political forces in the Congreso.

A motion by the PP has also been altered by the PSOE to state that the Spanish Government sees the claim over sovereignty as inalterable.

Rafael Estrella accused the PP of deliberately trying to scuttle Spanish foreign policy for their own ends. He denied that Gibraltar had been given a veto as such and also referred to PP Foreign Minister Abel Matutes having said that the opinion of Gibraltarians can be taken into consideration without abandoning the sovereignty claim.

Gib Marriage couple killed in Costa helicopter tragedy

The relatives and friends of a British couple who had gathered in Gibraltar on Monday for their wedding found they were waiting for their funeral yesterday after the newlyweds were killed in a helicopter crash en route to their wedding reception in the Costa del Sol.

Michael Alan Gregory, 37, a company director and Jeanette Hodgeson, 40, were married at the Gibraltar registry by registrar Melvin Farrell before two witnesses, A Crother and R Key. They both lived together in Marbella but they registered with an address at the Road Barn Farm in Cosby, Leicester. Mr Gregory was son of Alan David Gregory a prison officer.

Gibraltar Financial Services Commission has confirmed its authorization of European Financial Planning Group EFPG, as a Life, Pensions and Investments Intermediary in Gibraltar. This gives the green light to EFPG’s pre-agreed plan to take on the Life and Pensions side of Prescotts Insurance.

Whilst EFPG is a Gibraltar based company, it is wholly owned by Tom Fraser and Yorkshire Investment Group, a top UK IFA organization with in excess of £500 million of clients’ investments under advice and employing over ninety staff at their offices in England.

TSSA appoints Assistant General Secretary

Gibraltarian Manuel Cortes has been appointed as the new assistant general secretary of the Transport Salaried Staffs’ Association (TSSA), the UK’s second largest rail union.

A long-serving activist in the trade union and labour movement, Mr Cortes was appointed by TSSA originally in 1998 as a recruiter, progressing to organiser and most recently negotiations officer. For several years, he has been leading the union’s campaign to gain recognition rights for managers in Britain’s train operating companies.

The 37-year old assistant general secretary has over the years been active in the labour, trade union and student movements both in Britain and Gibraltar. Before joining TSSA, he worked as a fundraiser and campaigner for Amnesty International and as a recruiter for the Banking, Insurance and Finance Union (now amalgamated into Amicus).

FSC attains endorsement of its management systems

The Financial Services Commission is pleased to announce that its management systems have been certified as meeting the requirements of the ISO9001:2000 standard.

The FSC is thought to be one of the first financial services regulators, worldwide, to seek and obtain certification under this quality management standard.

Commenting on the presentation of the certification, David Parody, the FSC’s Chief Operating Officer, who lead the team, stated: “It is important for a regulator to demonstrate that it practices what it preaches. New £55M Hospital to open doors in February, says Gib Government

Chief Minister Peter Caruana yesterday handed over the brand new, state of the art St Bernard’s Hospital to the Gibraltar Health Authority during a ceremony held at the medical complex in Europort.

It is expected that the new hospital will become operational in February. The GHA is to organise tours of the facility for any member of the public that wishes to view the hospital. Details will be announced separately.

Chaves rejects PP attack on new talks

Caruana places Gib-Madrid-London agreement on record

Peter Caruana, Chief Minister, yesterday read the agreement for dialogue announced last week in Gibraltar, Madrid and London in the House of Assembly to place it formally on the record. As he did so, the president of the Andalusian parliament Manuel Chaves accused the Spanish Opposition party the PP of “opposing for the sake of opposing.”

His remarks follow the PP leader Mariano Rajoy declaring that they intend to test the legality of the agreement and PP leader for Andalusia Javier Arenas saying he would be seeking a rejection of the agreement in the Andalusian parliament. “The introduction of new aspects to the relations between Britain and Spain with the presence of Gibraltar constitute an important aspect to the finding a solution, so far not reached, taking into account that neither the Spanish Government nor the Junta de Andalusia will ever give up the claim to the sovereignty of Gibraltar,” said Sr Chaves.

Pensions meeting in January

As part of the current initiative on relations between Gibraltar, Britain and Spain there is to be a meeting on the question of Spanish former workers pensions in January, the Foreign Office has confirmed.

The meeting has emerged following Miguel Angel Moratinos, Spanish Foreign Minister and his British counterpart Jack Straw meeting on the margins of the EU Council last Friday. Both ministers discussed the agreement announced last week and the Foreign Office said that they recognised the meetings taking place do not alter the respective positions on Gibraltar. They also recognised that being open agenda talks Spain can raise sovereignty.

Convent Flag Pole restored

The Convent flagpole has undergone a complete re-refurbishment and was yesterday re-installed on the balcony, the Convent has announced. The pole has taken an unusually high profile with an official statement being issued when the flag pole was removed evidently in anticipation of public reaction or fears that the removal might have political undertones!


“It has been sanded, received numerous coats of varnish and the Crown has been beautifully re-painted. Thanks go to Brian Brophy and Brian Lane for their work on re-furbishing the pole and to Desmond Alman and Johnny Buttigieg for re-painting the Crown. As you will see they have all done an excellent job,” said a spokesman.

Aristegui lashes out at PSOE

Spain’s Government has been accused of tossing three hundred years of negotiations out the window and has crossed the red lines that defined the consensus on the Gibraltar question. This was the view expressed by PP foreign affairs spokesman Gustavo de Aristegui.
